The dock near (north of) the Post Office. The small island with the perpetual smoke left of centre clued me in!

Correct! I initially took the photo without that "clue", but then took another so you could see it. In fact, there are two clues. ;)

I took the pic from a ledge across the river from that hut. I was trying to find some kind of shortcut into the Resort area, but was unsuccessful.
