It's a nice refinement on the Autogyro concept.  That folding pusher-propeller is pretty cool.

Saw something like it on Top Gear, it was dutch as well, maybe the same thing. They actually fit Clarkson in it!

There's also a Canadian designer named Paul Moller who tried to get his "Skycar" off the ground for decades, both literally and financially:

Cool invention (the Dutch one from Binnatics) but I wonder how ready the world is for flying cars. There are already enough brainless twits out there struggling to master driving in just two dimensional axes. Add a third one and nowhere will be safe from them :-\\
